External Research and Approval Process

Pursuant to Regulation 612-1 external agencies, organizations, and individuals are permitted to conduct research in Prince William County with the approval of PWCS leadership.

Studies Which Require Approval:  All external research studies and activities proposed by agencies or individuals involving staff members, students, parents, or community members are subject to review and approval by the Office of Program Evaluation.

Studies Exempt from Approval:  Internally generated program evaluation activities, undertaken by PWCS staff members as part of their assigned responsibilities for the purpose of improving division programs and services, shall not be subject to external research approval procedures.

Procedure for Requesting Approval:

All requests to conduct research studies and activities must be submitted to Program Evaluation using the new online Research Proposal Form.  Applications are evaluated on each of the following criteria:

  • Design of the research activity, purpose of the study, data collection instruments, audience for the information, and a description of what shall be included in the summary report.
  • Amount of intrusion upon instructional time.
  • Amount of staff time required for participation or coordination of research activities, including time needed to obtain parental permission and allow inspection of third-party created survey forms.
  • Compliance with federal, state, and school division requirements for students' right to privacy.
  • Time line for research activities.
  • Amount of Prince William County Public Schools supplies and equipment required.
  • Potential benefit of the study to school and community.

Please be aware that it is standard practice to protect the time of teachers and administrators during busy times of the year.  Hence, the timing of proposed studies can be a significant factor.
